The Electricity Governance Initiative, South Africa |
The Electricity Governance Initiative (EGI) is launching a new effort in South Africa with the aim of improving governance of the electricity sector. The initiative will analyze government and regulatory capacity to create the right conditions for the promotion of renewable energy, efficiency, and social equity, in line with sustainable development and public interests.
EGI-South Africa will be led by Idasa (Institute for Democracy in South Africa), in collaboration with a coalition of South African civil society organizations and research institutes, including the Energy Research Center (UCT), Sustainable Energy Africa, Earthlife Africa, WWF - SA, The Green Connection, and the International Labour Resource and Information Group (ILRIG). A launch workshop is planned for July 17-18, 2008.
The Electricity Governance Initiative (EGI) is a unique collaboration of civil society, policymakers, regulators, and other electricity sector actors to assess policy and regulation using a common framework to define “good governance.” EGI provides a toolkit to help civil society understand and influence decision-making in this technically complex sector, and a global network promoting transparent, inclusive and accountable decision-making to support a sustainable energy future. The World Resources Institute (WRI) serves as the secretariat for EGI in collaboration with Prayas Energy Group (India), and is active in India, Thailand, Indonesia, the Philippines, Brazil and Central Asia.
Approach
The Electricity Governance Initiative proposes to undertake a systematic assessment of decision-making processes in the electricity sector in South Africa. The assessment will be based on the use of the EGI indicator toolkit, a set of indicators designed to assess the three interlocking principles of transparency, accountability and participation, as well as the institutional capacity to operationalize these principles. Analysis of decision-making processes will focus on:
- Energy Policy and Planning
- Regulatory capacity
- Distribution of Electricity
